According to art. 1, paragraph 1, letter e) of Ministerial Decree no. 359/2001, “local unit” means the operational or administrative-management facilities, located in a different place than the head office, in which the company permanently exercises one or more economic activities, endowed with autonomy and all the tools necessary to carry out a productive purpose, or of an intermediate stage, to which expenses and revenues related to the production or distribution of goods or to the provision of services are attributable.
These include studios, workshops, factories, warehouses, depots, professional offices, offices, shops, branches, agencies, training centers, mines, hotels, bars, and restaurants.

A local unit can also be defined as an operational site in Padua, where activities de-centralized from the main office take place.
